Research and Policy Development Services

Modena provides a range of research services to assist the Public Sector in making sense of legislative changes.

"The devil is in the detail". This is particularly true for government administrative processes driven by legislation or Regulations, and there is often much to be gained by making well informed changes to Regulations.

Modena has undertaken research into the operation of some aspects of current legislation across the Country, and how potential and actual changes to the legislation might affect the efficacy of controls and the costs to the various stakeholder communities.  This type of research involves a range of expertise including:

  • Census and Survey, Interview, Interest Groups - which we deliver in partnership with a specialist market research company, and can be postal, internet, telephone or face to face;
  • Stakeholder impact and cost modelling - analysing the workload imposed by legislation and the consequences in terms of stakeholder outcomes and costs for compliance and for regulators;
  • Legislative/Policy options analysis - based on quantitative evidence, analysis of the impact of legislative or policy options and development of the principles underpinning the relevant legislation/policy/regulations.

Each assignment is unique, and our work has spanned a range from small local issues (e.g. policy development for a specific Council service) to National issues (e.g. the best way to implement certain legislation).
